In September 2015, the U.S. Department of Health and Human Services and 15 other Federal Departments and Agencies announced revisions to the « Federal Policy for the Protection of Human Subjects » that was promulgated as a Common Rule in 1991. A Notice of Proposed Rulemaking (NPRM) was published in the Federal Register on September 8, 2015.
Public comments were invited until 2016-01-06 and also the Secretary’s Advisory Committee on Human Research Protections (SACHRP) of the Health Department organized a meeting on October 21-22 2015.

"The Federal Policy for the Protection of Human Subjects or the “Common Rule” was published in 1991 and codified in separate regulations by 15 Federal departments and agencies, as listed below. The HHS regulations, 45 CFR part 46, include four subparts: subpart A, also known as the Federal Policy or the “Common Rule”; subpart B, additional protections for pregnant women, human fetuses, and neonates; subpart C, additional protections for prisoners; and subpart D, additional protections for children.
Although they have not issued the Common Rule in regulations, three other departments and agencies comply with all subparts of 45 CFR part 46. These include:
The Central Intelligence Agency (CIA)
The Department of Homeland Security (DHS)
The Social Security Administration

"I want to say that I want to get myself out of this remote cage as quickly as everyone here does. By now we have enough evidence to show the significant plausibility
that we aren’t mentally ill, and that our harassment, torture, and the degradation of our lives is happening to us every minute of the day, as it will continue to happen tomorrow unless we resolve
this matter with the equivalent confidence the federal government has in denying that any of this is taking place.
As a community we should not be afraid to tell someone ‘I am hearing voices in my head’ or I am being remotely burned, our situation is critical, we are not mentally ill, we have enough evidence to show the technology exist, and our issue should and will be addressed if we all assemble ourselves as a strong and effective force.
I’ll start off describing the meeting agenda on the Department of Health and Human Services’ (HHS) Secretary Advisory Committee on Human Rights Protection, its related departments and agencies, and how they are related to the Targeted Individual’s Issue and Targeted Individual’s Activism Event.
Pursuant to Section 10(a) of the Federal Advisory Committee Act. 5 United States Code App 2, notice is hereby given that the Secretary Advisory Committee on Human Research Protections (SACHRP) will hold a meeting that will be open to the public on October, 21 2015 from 8:30Am to 5:00Pm through October 22, 2015 from 8:30Am to 4:30Pm.
SACHRP was established to provide expert advice and recommendations to the Secretary of Health and Human Services, through the assistant Secretary of Health on issues and topics pertaining to or associated with the protection of human research subjects.
Opening remarks will be from Dr. Jerry Menikoff, who is the Executive Secretary of SACHRP, and Office of Human Research Protection Director (OHRP), also Dr. Jeffrey Botkin SACHRP Chair.
The committee will hear reports on the recent Notice of Proposed Rule Making (NPRM) titled Federal Policy for the Protection of Human Subjects (Volume 80 of the Federal Register No. 173 of September 8, 2015).
The most egregious departments and agencies leading to the Targeted Individual’s Issue and pertaining to Volume 80 of the Federal Register No. 173, which will be addressed at the meeting, are:
Department of Homeland Security: who have received accusations of violating American civil liberties and unreasonably targeting American citizens as potential threats to national security.
Department of Justice: who’s in Obama’s presidential 2nd term prepared a 16-page “white paper” called “Lawfulness of a Lethal Operation Directed Against a U.S. Citizen Who is a Senior Operational Leader of Al-Qa’ida or an Associated Force” which implies Obama’s power to target American citizens for assassination without due process in justification of national security, and in the bases of taking the word of “an informed, high-level official who’s determined that the targeted individual poses an imminent threat against the United States.” ---now as we know it, we do not have to be terrorist and/or live in a foreign country to be, until this day, indiscriminately targeted and experimented on for the misguided premise of national security, if there is even a given reason to justify it.
Lastly on this list is the Department of Defense, where in using a context of its reputation, shows that in a memorandum written for the Secretary of Defense in September 20th, 1977 they were in fact studying how to control human behavior, and I quote this document:
“Experimentation programs conducted by the Department of Defense that had CIA Sponsorship or participation and that involved the administration to human subjects of drugs intended for mind-control or behavioral modification purposes.”
The memo goes on to describe project MKULTRA, and I quote:
“MKULTRA: This was a successor project to MKDELTA established in April, 1953, and terminating some time in the late 1960's, probably after 1966. This program considered various means of controlling human behavior. Drugs were only one aspect of this activity”.
Which consequently extends to MKULTRA’s Subproject 119 where not drugs, but electromagnetic directed energy was studied as one aspect of human behavioral modification where it describes in a memo written in August 7, 1960:
“The purpose of this subproject is to provide funds for a study conducted to make a critical review of the literature and scientific developments related to the recording, analyses, and interpretation of bio-electric signals from the human organism, and activation of human organism by remote means.”
(Dr. Saul B. Sells, a professor of social psychology, was the director of this project, under MKULTRA, in 1960)
Where MKULTRA’S subproject 62 describes the experimentation on chimpanzees in the National Institute of Health, by a neurosurgeon named Dr. Maitland Baldwin, whose interest was on sensory deprivation. During these experiments he published two articles in a Neurology journal and another in a science conference describing subproject 62’s objective:
From the proceedings of Third Annual Tri-Service Conference on Biological Effects of Microwave Radiating Equipments August 25-27 1959, written by Dr. Baldwin, is titled:
“Some effects of Ultrahigh frequency energy on primate cerebral activity”
Another title is written for the Neurology journal in 1960 outlining:
“Effects of radio frequency energy on primate cerebral activity”
Relatively, these covert experiments of 149 subprojects focused on behavioral modification and control of the human mind were conducted by the Department of Defense and directed by the CIA while in contract, as testified by Admiral Stansfield Turner, with 88 institutions and 44 colleges/Universities as well as hospitals, prisons, and pharmaceutical companies, to be used as fronts for their research.
Admiral Stansfield Turner, former director of the CIA during Jimmy Carter’s years in office, worked with the Secretary of Health, Education, and Welfare, which was renamed what is now the Department of Human and Health Services (HHS), in an investigation to find who were the victims and if they had suffered damages from the MKULTRA experiments.
The Department of Health and Human Service isn’t unfamiliar with DoD/CIA projects on human research, this is in fact what they will be addressing in the SACHR meeting.
So we’ve come full circle back to the Secretary Advisory Committee on Human Research Protection. The reason why I’ll be there will be to raise awareness of our issue, start the dialogue on the ongoing human experimentation and torture of Targeted Individuals.
If SACHRP is concerned with “issues and topics pertaining to or associated with the protection of human research subjects” then that is us. When I am there, I will ask a very rhetorical questions related to Notice of Proposed Rule Making (NPRM), that is, if they allow me to, in regards to the DoD’s policy revision on human experimentation.
As shown at the Federal Register site:
“For the reasons stated in the preamble, the Department of Defense proposes to revise 32 CFR part 219, as set forth at the end of the common preamble of this document.” Which is a revision of Federal Policy for the Protection of Human Research.
My question will be:
In 32 CFR part 219 regarding the DoD on NPRM it starts with:
To what does this policy apply?
and ends with:
If your department handles issues and topics pertaining to or associated with the protection of human research subjects, where does HHS relate to covert human research projects sponsored by the DoD, such as project MkUltra, where would HHS oversight be involved in these forms of DoD projects, and would this policy apply to covert DoD operations?
It’s a very rhetorical question, but it nevertheless gets the point across, and while it is congress who should hold the proper role for oversight on covert intelligence operations, not HHS, I will still be there to raise awareness to the federal partners involved in policy making on human research protection, primarily employees of the DoD.
That is the purpose of attending the SACHRP meeting on October 21st."

We are writing to advise you on our ongoing work and plans for the next meeting of the Presidential Commission for the Study of Bioethical Issues. We appreciate the time that you have taken to engage with us.
We would like to clarify for your information that the Commission is not investigating or reviewing any concerns or complaints concerning claims about targeted individuals. This includes claims concerning: MK-ULTRA; COINTELPRO; electromagnetic torture or attacks; organized stalking; remove influencing; microwave harassment; covert harassment and surveillance; human tracking; psychotromic or psychotropic weapons and radio frequency or military weapons or other claims.
As such the Commission will not hear further testimony on these subjects. Many of these issues have been investigated in the past. The Commission is not a law enforcement, regulatory or legislative body. It does not control any federal monies. In addition, the Commission has no involvement with the public or private grants and has no power to open or undertake criminal cases.
As advisors to the President, we will ensure that all of your concerns, information and testimony are provided to the White House. We sincerely appreciate your interest in the work of the Commission and the time you have taken to share your personal history with us.

Robert Butner: "I am praying for proper assistance within the Veterans Administration (typical agency, Department or Administration) for myself and family typical and on behalf of many innocent citizens. This involves a subject matter that is covert and not intended for normal channels of assistance. i.e. the Police Departments refer us to the ‘Federal Bureau of Investigation’ (FBI) whom does not assist us in these matters under their oath and the constitution of the United States.
